Submission guidelines
Eligibility
・All individuals, groups, regions, ages, professionals and amateurs are welcome to apply.
・Each individual or group may submit up to one entry.
・Applicants under the age of 18 must obtain the consent of a parent or guardian before submitting an entry.
Entry Rules
・Entries must be contemporary art works using video as the medium of expression.
・Video works of 8 minutes and 19 seconds or less in length (including title and credit screen). (including the title and credit screen).
・The work must be a stand-alone video work (that can be viewed on a single screen).
・Works created on or after January 1, 2022.
・Films that have already been announced, selected or nominated for awards are also eligible to apply. However, works that have already won an award (as of July 31, 2024) may not be submitted.
・Entries must not offend public order and morals.
Entry Method
・Video data must be in mov or mp4 format.
・Please include Japanese subtitles for films in languages other than Japanese.

Send the completed application form (available on the Ibaraki Visual Arts Festival Web page) together with the video data on a USB memory stick or SD card by post.
<Cost> Free of charge (Entrants are responsible for all entry fees)

Handling of works and precautions
・Entries will not be returned.
・No corrections or returns of entries will be made after submission.
・We will not respond to any inquiries regarding the screening process.
・The Festival will not pay screening fees or other expenses to applicants.
・The Festival will not cover the travel and accommodation expenses of the selected entrants.
・The Festival will not cover the travel and accommodation expenses of the selected entrants.
・The Festival will not pay for the travel and accommodation expenses of the selected entrants. In the event that a third party claims infringement of rights or compensation for damages, etc., the applicant shall be responsible for dealing with such claims on his/her own responsibility, and the organizers shall not be held liable for any such claims.
・All submitted works will be stored at the Ibaraki Festival for the Moving Image Arts Office.
・By submitting your work, you agree to be bound by the terms and conditions of the competition.
・The copyright of the submitted works belongs to the applicant, but the winning works will be used in the following (1) and (2) for the purpose of publicity and promotion of the city's projects and related events, etc.
(1) The works may be screened, reproduced, publicly transmitted (broadcast), automatically publicly transmitted (on the official website, video distribution services, etc.), printed, or exhibited without charge.
(2)The Grand Prix and Runner-up Grand Prix winning works will be made public on the official website and video distribution services, etc., even after the 3rd Ibaraki Festival of Moving Images and Arts has ended, as an introductory work for the next and subsequent entries.
Handling of Personal Information
The Ibaraki Visual Arts Festival Executive Committee Office has established the following policy regarding the handling of personal information for the proper management of personal information.
Purpose of Use
Personal information of applicants will be used only for the following purposes.
・Notification of screening results
・To confirm the submitted works and to contact the applicant in relation to the work of the Visual Arts Festival
Executive Committee.
・Publication of the winning entries on the official website and in the mass media (works, names, etc.)
(In such cases, the details of the announcement will be confirmed with the applicant in advance.)
Disclosure and provision to third parties
Applicants' personal information will not be disclosed or provided to third parties except in the following cases
・When the applicant consents to the disclosure or provision of his/her personal information
・When we outsource part or all of our business to a third party within the scope necessary to achieve the above purposes of use.
・When disclosure or provision of personal information is required by laws and regulations.
・When disclosure is necessary for the protection of human life, physical health, or property, and it is difficult to obtain the consent of the person in question.
Safety Management
The applicant's personal information shall be kept accurate and efforts shall be made to prevent leakage, loss, falsification, etc.
When outsourcing part or all of the operations of the Art Festival, we will enter into a contract with the outsourced company that stipulates the handling of personal information protection, and manage the outsourced company.
Personal information that is no longer needed after the retention period has expired will be promptly disposed of.
Please note that the above “Handling of Personal Information” is deemed to have been agreed upon upon submission of the artwork.
